ACTION RESEARCH: PROMOTING BEST PRACTICE IN THE PROVISION OF SUPPORT
FOR, AND THE EMPOWERMENT OF, PEOPLE WITH DISABILITIES

CARLOW COUNTY DEVELOPMENT PARTNERSHIP CLG

Carlow County Development Partnership CLG was established in **Apply

delivery of a range of publicly funded economic and social development
programmes and initiatives to individuals, enterprises and communities
throughout Carlow Town and County.

This tender is being funded under the Carlow SICAP programme, with the
support of the County Carlow LCDC.

The aims of the SICAP Programme are to reduce poverty, promote social
inclusion and to improve the life chances and opportunities of those
who are marginalised in society, living in poverty or in unemployment.
It does this through a community development approach, and through
targeted supports and inter-agency collaboration, underpinned by the
values of equality, inclusion and social justice.

CONTEXT

People with disabilities represent a growing cohort in Ireland,
particularly as our society ages. They are among the population
cohorts that are specifically covered by the Social Inclusion and
Community Activation Programme (SICAP).

There are many forms of disability, and some people can have multiple
disabilities. Disabilities can adversely affect the lives of
individuals and their families, and they can be delimiting in respect
of economic and social engagement and progression. Some disabilities
are visible, while others can go unnoticed and overlooked. Yet, their
effects can be equally profound. Some disabilities and the ways in
which people behave and / or express themselves can be mis-understood
and / or can result in stereotyping, prejudices and /or labelling of
individuals. Thus, societal attitudes and behaviours need to change as
part of the steps to promote greater inclusion and equality in respect
of persons with disabilities.

This research seeks to identify and document the various ways in which
disabilities, and in particular, social attitudes and behaviours can,
intentionally or unintentionally, exclude and affect people (with
disabilities). Addressing these challenges requires active promotion
of social inclusion and the mainstreaming of equality proofing.

AIM

This piece of action-research will produce an evidence-based review
and a set of signposts for the enhancement of community-based supports
for people with disabilities, particularly those whose disabilities
are least acknowledged and / or understood, in County Carlow **Apply
